Omur Marine is the result of the professional co-operation over many years of various consultants, legal experts and maritime professionals who provide legal, technical, medical and consultancy services in all types of P&I claims and H&M matters.
Please be advised that we deliberately employ in-house surveyors outside Istanbul since there is a lack of professionally qualified surveyors and general dissatisfaction with the incompetency of the surveyors in the regions out of Istanbul. However, we are also able involve a surveyor, marine engineer, agricultural engineer etc. with experience in all aspects of marine claims including collisions, dock damage, cargo damage, engine breakdown, pollution-fighting, etc in order to support our in-house surveyors at any time in case of necessity. On the other hand, since it is easier to find a
competent survey company from Istanbul market, we prefer outsorcing our work within the geographical zone of Istanbul.
In addition to the above, please kindly note that we outsource most of our legal work even though all our in-house lawyers who are specialized in Maritime Trade Law, Labour Law, Insurance Law, shipping matters including cargo claims, personal injury, environment related issues do practice thier profession and are entitled to represent their clients before the courts. However, we should lay stress on the fact that their approach to matters and disputes always blends their legal knowledge and commercial reality and necessity.
Ahmet has been working for Omur Marine since 1999. When he graduated from the University of Istanbul Law School, he was ranked third in his class. In addition, Istanbul University Institute of European Community has awarded him an LLM degree in European Union Law. Afterwards, Ahmet became specialized in Maritime Law,
Commercial Law and Criminal Law during his private practice as a partner of Ilke Law Office. He is highly experienced in all kinds of maritime claims including personal injuries and cargo claims and accordingly responsible for FD&D and claims handling.
Ahmet Can whom has been serving at the board of directors of Chamber of Shipping, is also a member of the Board of Trustees of Piri Reis University which is founded to provide an education so as to fulfill the need of qualified workforce for maritime sector such as seafarers, naval architects, engineers, and lawyers. Additionally he serves at the board of directors of Turkish Maritime Education Foundation (TUDEV) – famously known by its notable contribution in development of maritime industry and education in Turkey.
Cagdas Kircali, whom graduated from the University of Marmara with a degree in law in 2004, became a member of our team in 2010 after accomplishment of pre-master programme in Legal studies, Commercial and International Law with high academic distinction and an award of post-graduate certificate in Maritime Law by the Queen Mary University of London. He successfully completed Residential and Distance Learning Courses in P&I Insurance and Loss Prevention achieving a Pass with Distinction as well as One-to-One In-Office Training Programme at North of England P&I Association.
He, with the strong marine claims background, handles all types of P&I claims and has been involved in a considerable number of major casualties as well as FD&D insurance disputes. He is specialized in Maritime Law, Insurance Law, Shipping Law, Marine Environment Law and Labour Law.
Murat Ersan is a claims handler who joined our team in 2014. He is a graduate of Near East University / Cyprus – Marine Transportation Management Engineering Department. After his graduation, he gained a total of 7 years of seagoing experience, serving as an ocean-going deck and Chief Officer on board Bulk/General Cargo Carriers and Containers Vessels.
Melis CIFTCI joined our company in 2016 as a claims handler/ in-house lawyer. After graduating from University of Istanbul, Law School in 2007, was called to the Istanbul Bar in 2009 at the end of the served internship period of one year. She was awarded law degree in Stockholm University in 2015 after completion of general Swedish course and introductory courses in law.
GULSAH AKBAS joined our company in 2015 as a claims handler/ in house lawyer. She graduated from Atafen High School, Kocaeli in 2005 and ranked second in her term.
After graduated from Marmara University Law Faculty in 2009, she studied LLM International Maritime Law in Swansea University in the UK. Following LLM graduation, she spent two months in IMO for internship programme in 2010. She has been a member of the Istanbul Bar Association since 2013. She worked as an attorney at reputable local law firms in Turkey as a litigator and legal consultant in investment, contracts, labour, commercial and shipping law. She is highly skilled on personal data protection, international trade and logistic.
Acting both as a lawyer and local correspondent of the world’s top P&I Clubs for the maritime, insurance claims, and disputes arising all over Turkey within the cover of P&I, FD&D, and H&M insurance and assisting the shipowners in handling the cases such as injury, death, the arrest of the vessel, detainment of crew and customs related issues which require urgent attention in every aspect.
Fatma KARAKULAH joined our company in 2021 as a claims handler/ in-house lawyer. She is graduated from Istanbul University, Law School (2009), where she ranked thirteenth in her class.
She gained an LL.M. degree in Business Law at Fribourg University (Switzerland) with a full academic scholarship in 2014. During her LL.M., she attended several courses such as insurance contracts, international sales of goods, UNIDROIT Principles, INCOTERMS, compliance, corporate governance, the EU law, comparative contract law. She wrote her thesis on “Compulsory License on Pharmaceuticals According to Turkish and Swiss Patent Law”.
She is an English-Turkish sworn translator and a PhD candidate at Neuchatel University. She worked as an in-house legal counsel in a telecommunication company before moving to Switzerland for her LL.M. studies. After coming back to Turkey, she worked in a construction company in Turkey having business in the MENA regions. In 2016, she moved back to Switzerland for her PhD studies in Intellectual Property Law. She published several articles in trademark law. She also worked as a legal counsel in Switzerland from 2016 until August 2020. She has improved herself in line with the requirements of the transportation and insurance law and can provide the most appropriate and effective solutions to the client demands by assisting them during the whole process.
She is highly skilled in contracts, telecommunication, construction, intellectual property, compliance, commercial, labour, data protection and maritime law. She speaks fluent English and moderate French. As a hobby and passion, she plays violin at Seyyah (Istanbul Bar Association’s Music Band).
After her graduation from Izmir Saint Joseph French High School in 1999 she held her university degree from University of Ankara, Faculty of Law in 2003.
She has been a member of the Istanbul Bar Association since 2005. She worked as an attorney at a reputable local law firm in Istanbul as a lawyer mainly in the field of shipping cases and she has assisted Clients in P&I Club related matters. She worked as a claim handler and attorney at Omur Marine between December 2014 and September 2016.
Whilst she is running her own law firm since October 2016 she joined Omur Marine as of counsel in June 2021. She is both Italian and Turkish citizen and is fluent in English, Italian and French.
Enes Sayar graduated from the University of Istanbul, Law School in 2018. After his bachelor’s degree, he undertook a course by The English Preparatory Division of the Bogazici University. Having been admitted to the Istanbul Bar upon completion of one-year legal internship period in December, 2020, he has joined our team as a claims handler and lawyer as of April, 2021.
Burak BAYDAR joined our company in 2021 as a claims handler/ in-house lawyer. He is a graduate from the Law Faculty of Ankara University (2016). He served his legal internship at one of the major local law firms in the area of Maritime Law.
He gained an LL.M. degree in International Law at Griffith College Dublin (Ireland) in 2019. During his LL.M., he took several courses such as International Commercial Law (including lectures of international sale of goods, UNCISG, INCOTERMS, UNIDROIT Principles, Regulations of EU Law related to international trade, Contracts for carriage by sea, air and land, WTO and GATT, Means of payment and Insurance issues in International Trade.), Corporate Governance, International Financial Services Law and International Commercial Arbitration (including lectures related to controversial issues(such as arbitrability, public policy etc.) within the scope of UNCITRAL Model Law and New York Convention). He wrote his dissertation in the area of Public International Law.
Since October 2020, he has been a student of PhD in Public Law in Bahcesehir University. He published several articles within this PhD programme.
Ersev Ersahin has been a qualified practising lawyer since 2006. With his considerable expertise and experience in the international shipping related matters as well as thorough knowledge of maritime law, he has got the ability to assist and co-ordinate the handling of maritime affairs in the legal and practical aspects. He is able to cover Izmir region along with the neighbouring major shipping destinations at the Aegean Sea.
İrem Özcan had studied at Istanbul Saint Joseph French High School until she decided to move to Canterbury in order to complete her high school in the UK in 2017. Since her graduation from CATS College Canterbury in 2018, she has been studying LLB at the University of Nottingham, School of Law. She has joined our team as a part-time student intern as of September 2021. She is both Bulgarian and Turkish citizen and is fluent in English as well as in French.
After graduating from Beşiktaş Atatürk Anatolian High School in 2017, she acquired her bachelor’s degree from Marmara University, Faculty of Law in 2021. In addition to having achieved high rankings during her educational background, she has also participated in various international projects. With respect to her very deep interest in International Maritime Law and her having a lot of promise, she joined our team as a legal intern in September, 2021. Being half Swedish and half Turkish, she has got a fluent level of English and an intermediate level of German.
M. Emin Celik graduated from the Law Faculty of Marmara University with the honour degree. Having undertaken an exclusive course at Istanbul Sehir University, he has got a high level of English skills. During his student life, he caught the opportunity to work with various law firms which are engaged in different areas of law such as international trade, energy, corporate, business and contract. He is now exclusively keen on shipping sector and maritime trade law.
He, whom holds a graduate in business administration and public accountant licence, has got more than 18 years of experience in accounting as well as financial legislation and regulations.
He is the head of our accounting department and has been dealing with all kinds of accounting transactions and procedures for 16 years.
